Since its establishment in 1989 in Madrid, the COSAC (Conference of parliamentary Committees for Union Affairs) brings together the European Union Affairs Committees of the national Parliaments and the Constitutional Committee of the European Parliament. The Cortes Generales is represented in the COSAC by a delegation of MPs pertaining to the Joint EU Affairs Committee.
A meeting of COSAC Chairpersons is held every semester, and it is attended by two parliamentarians per each national Parliament, with the objective of preparing for the COSAC plenary meeting.
The meeting of COSAC Chairpersons to be held within the framework of the parliamentary dimension of the Spanish Presidency in Madrid on September 17-18, 2023, shall be the first meeting of the Spanish Presidency to be held in Madrid, and therefore shall have a central role within the calendar of inter parliamentary meetings of the Spanish Presidency.
COSAC’s goal is to bring together national and European parliamentarians to discuss European affairs and the role of national Parliaments within the EU.
